Narrative:
During the originating preflight; the first officer noticed brown paper shoved in the safety relief valve / static port hole. He removed the paper and the rest of the preflight was normal with no discrepancies noted.investigating the paper it was obvious this paper was used during the recent painting of this aircraft into our new livery. The paper was partially covered in the new color.the logbook history did not reveal when the painting occurred; it went back to (date). During this time the logbook showed X airworthiness checks by maintenance.
