Narrative:
While starting taxi from the ramp area to the runway for departure, a F/a noticed light coming from the cargo hold access door behind the F/a crew station in the aft cabin. Upon checking, it was noted by the flight crew that the external cargo door caution light was illuminated. The aircraft had not rolled far and a lineman was summoned to secure the door. This situation exposed several deficiencies in checklist format and company procedure which makes taxi with cargo door open likely to occur again. 1) at the time the door was discovered the crew had not yet reached the point in the 'during taxi pre-takeoff check' where this item is covered. 2) even though the 'engine start check' includes an aircraft doors item, it is common for loading and/or reopening of this door to occur while engines on that side are turning. 3) a lineman salute for taxi was given even though the cargo door remained open. 4) the 'pre-taxi check' does not include a caution light or door check. 5) the master caution light was extinguished before engine start and as such did not illuminate for the door open caution light.

Title: AS FLT CREW OF MDT STARTED TAXI, CABIN ATTENDANT ADVISED LIGHT IN CARGO COMPARTMENT. ACFT WAS STOPPED. GND CREW CLOSED OUTSIDE CARGO COMPARTMENT DOOR.
Narrative: WHILE STARTING TAXI FROM THE RAMP AREA TO THE RWY FOR DEP, A F/A NOTICED LIGHT COMING FROM THE CARGO HOLD ACCESS DOOR BEHIND THE F/A CREW STATION IN THE AFT CABIN. UPON CHECKING, IT WAS NOTED BY THE FLT CREW THAT THE EXTERNAL CARGO DOOR CAUTION LIGHT WAS ILLUMINATED. THE ACFT HAD NOT ROLLED FAR AND A LINEMAN WAS SUMMONED TO SECURE THE DOOR.
