Narrative:
I called stl FSS for a briefing for a VFR flight to oshkosh, wi, from 3k6 - st jacob, il (near st louis, 30 mi east). I was called saturday evening to take 2 passenger to look at trucks at a truck shows, for a company that the FBO I work for provides pilot services to. I departed at xx, before sunrise in MVFR conditions for the first 35 mi flying at 1100-1200 AGL. My passenger returned approximately XY45 am. I departed at XY55 am. I decided not to get a briefing by phone for 3 reasons. The WX, which had been clearing from the northwest was excellent. The new terminal forecasts wouldn't be available until the next hour. I would get updated en route. Due to familiarity with my home base airport, I assumed an in-flight WX check would be sufficient. I did not file a flight plan, as we were expected at our destinations. I called kankakee FSS, got the en route WX, and eventually could see the clouds 30-35 mi ahead, as reported. My destination was VFR and overcast. When I was within springfield's radar service area. I called for an IFR clearance down through the overcast to VFR conditions below. Springfield approach gave me a phone number for peoria approach to call and said it was because I had flown through the airspace of an air show that had been protected for the weekend. The briefing in the morning did not include a NOTAM for pia to have an air show, and kankakee did not mention it when I called for en route WX. When I called peoria approach by phone, the second shift supervisor simply said that they had all the information they needed. I called stl FSS, asked for a supervisor and told them that I had just learned the hard way that there was an air show over pia, and not I'm being investigated. I requested that they pull the tapes from my morning briefing and that they call pia the next day. Monday, stl FSS called me to say pia was not going to file a deviation against me because of the NOTAM wording and avoidance of the area was advised due to an air show. To prevent such happenings in the future, I will be sure to call and ask for a complete WX briefing.
