Aircraft X was doing an odo [opposite direction operation] ILS13 while aircraft Y was on the RNAV 31; the cutoff point it was not met by about 0.5 miles for aircraft X.make the odo cutoff points closer to the airport because these two aircraft were never closer than 12 miles to each other.
