Narrative:
We were conducting a VFR flight in order to reposition our aircraft to pick up the owners. Upon departing we experienced a master caution message indicating an anti-skid failure. This caution message occurred after rotation and remained illuminated for approximately 5 seconds before it extinguished. The remainder of the flight was continued to destination and a visual approach was initiated. The pilot flying; completed a base to final turn and was stabilized and on speed by 1;000 feet. Upon touchdown; he applied the brakes; however the aircraft braking did not engage and no deceleration was observed. I also put max brake pressure on and felt no deceleration. The brake pedals provided no feedback and felt as if they were stuck in position. Thrust reversers were deployed to maximum and I initiated the emergency memory items for a brake failure on landing. I turned off the anti-skid system and immediately applied maximum braking due to only having approximately 1;500 feet of runway remaining. The aircraft began to decelerate and the rear tires were skidding. A slight loss of direction control was noticed and the aircraft came to a stop with approximately 500-600 feet of runway remaining. Both rear tires burst and the aircraft was resting on the rims. I completed a shutdown checklist and exited the aircraft. Maintenance personnel removed the aircraft from the runway.

Title: BE-400 flight crew experiences an anti-skid failure message after rotation on a ferry flight. The warning quickly disappears and the flight continues to destination where the brakes are found to be inoperative on touchdown. The anti-skid is switched off and the brakes are reapplied firmly causing both main tires to burst.
