Narrative:

Dfw tower 124.15 (west) cleared light twin for takeoff on runway 18L. Unknown if he gave heading instructions to light twin. As we touched down 18R, light twin turned across 18R, about 100' AGL and ahead of us. If we had made a last minute missed approach/balked landing, high probability of midair with light twin. Advised dfw tower chief by landline of incident. No chance to react after seeing light twin.
