Narrative:
Schedule flight operating from miami, fl to raleigh-durham, nc. At a level cruising altitude of 37,000 aircraft was proceeding direct to wilmington (ilm) VOR. Approximately heading was 010 degree maintaining. A course of 014 degree. Aircraft was given a clearance to descend to FL310 and pilot's discretion to cross a point 35 NM southeast of ilm at FL270. In descent through FL355 aircraft was given the following 'air carrier X make an immediate turn to 060 degree, air carrier Y XXX? Make an immediate left turn to 220 degree!' then ATC advised, 'air carrier X come further right to 090 degree immediately!' an aircraft was observed at our 12 O'clock position, at approximately the same altitude. When both aircraft executed the directed turn, aircraft passed to our left at approximately 3 mi in a co-altitude condition. ATC controller when asked if we had the required separation said, 'I'm afraid not'.
