Narrative:

*Pilot of vintage fgt with no filed flight plan climbed from 17,500' to FL290 to avoid WX. Aircraft has a mode C but reporter says he does not use it because ATC could use the information to file a violation against him. Reporter alleges he would like to work within the system but since it does not accommodate his needs, as he sees them, he operates VFR with no transponder whenever possible. 250 KTS speed restriction below 10,000' also exceeded because the aircraft is 'so clean' and since the military can use higher speeds reporter believes this proves it is safe and the restriction should be eliminated.

REPORTER ALLEGES HE WOULD LIKE TO WORK WITHIN THE SYSTEM BUT SINCE IT DOES NOT ACCOMMODATE HIS NEEDS, AS HE SEES THEM, HE OPERATES VFR WITH NO XPONDER WHENEVER POSSIBLE. 250 KTS SPEED RESTRICTION BELOW 10,000' ALSO EXCEEDED BECAUSE THE ACFT IS 'SO CLEAN' AND SINCE THE MIL CAN USE HIGHER SPEEDS REPORTER BELIEVES THIS PROVES IT IS SAFE AND THE RESTRICTION SHOULD BE ELIMINATED.
