Bmrng 1 chart has a top altitude published of FL190 but the initial climb portion states; climb heading 123 degrees to 3;000; expect........ I and the pilot not flying (PNF) found this to be confusing and had to question ATC. They say many pilot deviations had occurred over this and thanked us for asking. This procedure should be clarified.
