Narrative:
On 10/fri/89, during departure from clt to pgv. We were established on V54 in the climb to 9000'. Commuter Y flight had departed clt after us and was on an assigned heading of 090 degrees at 3000'. Clt approach asked the commuter if they had the traffic ahead in sight. The commuter Y advised they had us in sight and were then told to maintain visibility sep and climb to 12000'. We were then instructed to maintain 140 KTS or less. The first visibility indication we had of the approaching commuter Y mdt was the reflection of its wing tip strobes on the interior of our cockpit. The mdt passed on our right side at our same altitude about 300-400' away. The F/a as well as passenger were alarmed at the presence of the other aircraft. Commuter Y had no business passing so close to my aircraft, even if under visibility sep.
