Narrative:

Level at 35,000 windshield on copilot started to shatter. I reached down for QRH, and then noticed that the first officer started down in altitude when he did not have to. I called ZAB for and received an immediate descent to a lower altitude of 24,000. This was as the aircraft was passing 34,700. Continued to phx at 24,000 with no other problem. I explained to first officer that we really didn't need to start down that fast as the windows had not blown out, and I tried to cover his action with a clearance to a lower altitude, which we would have done anyway.

Title: ACR MLG FO STARTS DESCENT WITHOUT REQUESTING CLRNC OR DECLARING EMERGENCY UPON EXPERIENCING WINDSHIELD FAILURE.

Narrative: LEVEL AT 35,000 WINDSHIELD ON COPLT STARTED TO SHATTER. I REACHED DOWN FOR QRH, AND THEN NOTICED THAT THE F/O STARTED DOWN IN ALT WHEN HE DID NOT HAVE TO. I CALLED ZAB FOR AND RECEIVED AN IMMEDIATE DSCNT TO A LOWER ALT OF 24,000. THIS WAS AS THE ACFT WAS PASSING 34,700. CONTINUED TO PHX AT 24,000 WITH NO OTHER PROBLEM. I EXPLAINED TO F/O THAT WE REALLY DIDN'T NEED TO START DOWN THAT FAST AS THE WINDOWS HAD NOT BLOWN OUT, AND I TRIED TO COVER HIS ACTION WITH A CLRNC TO A LOWER ALT, WHICH WE WOULD HAVE DONE ANYWAY.
