Narrative:
On descent into grr, the ATIS information and approach procedures were reviewed. There was a 2700' displaced threshold located on runway 26L. We were cleared for a visibility approach approximately 6-7 mi from field and began the approach. All standard procedures were followed. I crossed the end of the runway and maneuvered the aircraft for a T/D beyond the displaced threshold. I rotated aircraft and reduced power to T/D only to find runway markings unclear and we were approximately 700' short of the displaced threshold but were committed to T/D at this time. I remember tower remarking that there was a displaced threshold just as we touched down. As we rolled out the construction crew chief called ground and informed him that we had landed short of the displaced threshold. Ground control inquired if there were any problems or damage. The construction crew responded no. When we arrived in operations there were 2 airport security officers there inquiring what had happened and requested our names. The one officer stated 'this has been a recurring problem and tower needs to inform pilots of this displacement.' he also said the 'plastic strips being used for marking runway were blowing away so they started using a garden type lime for displacement markings.' there were no yellow chevrons leading to displacement, the 'X' over the runway #'south was only partially marked, and the white line marking displaced threshold was faintly visible. I think if runway had been clearly marked and white threshold line highly visible on a nose-high landing rotation, this would never have occurred.

Title: ACR LGT LANDS SHORT OF DISPLACED THRESHOLD THAT WAS CARRIED AS INFORMATION ON THE ATIS. VISUAL APCH TO A RWY THAT CREW CLAIMS WAS IMPROPERLY MARKED.
Narrative: ON DSCNT INTO GRR, THE ATIS INFO AND APCH PROCS WERE REVIEWED. THERE WAS A 2700' DISPLACED THRESHOLD LOCATED ON RWY 26L. WE WERE CLRED FOR A VIS APCH APPROX 6-7 MI FROM FIELD AND BEGAN THE APCH. ALL STANDARD PROCS WERE FOLLOWED. I CROSSED THE END OF THE RWY AND MANEUVERED THE ACFT FOR A T/D BEYOND THE DISPLACED THRESHOLD. I ROTATED ACFT AND REDUCED PWR TO T/D ONLY TO FIND RWY MARKINGS UNCLEAR AND WE WERE APPROX 700' SHORT OF THE DISPLACED THRESHOLD BUT WERE COMMITTED TO T/D AT THIS TIME. I REMEMBER TWR REMARKING THAT THERE WAS A DISPLACED THRESHOLD JUST AS WE TOUCHED DOWN. AS WE ROLLED OUT THE CONSTRUCTION CREW CHIEF CALLED GND AND INFORMED HIM THAT WE HAD LANDED SHORT OF THE DISPLACED THRESHOLD. GND CTL INQUIRED IF THERE WERE ANY PROBS OR DAMAGE. THE CONSTRUCTION CREW RESPONDED NO. WHEN WE ARRIVED IN OPS THERE WERE 2 ARPT SECURITY OFFICERS THERE INQUIRING WHAT HAD HAPPENED AND REQUESTED OUR NAMES. THE ONE OFFICER STATED 'THIS HAS BEEN A RECURRING PROB AND TWR NEEDS TO INFORM PLTS OF THIS DISPLACEMENT.' HE ALSO SAID THE 'PLASTIC STRIPS BEING USED FOR MARKING RWY WERE BLOWING AWAY SO THEY STARTED USING A GARDEN TYPE LIME FOR DISPLACEMENT MARKINGS.' THERE WERE NO YELLOW CHEVRONS LEADING TO DISPLACEMENT, THE 'X' OVER THE RWY #'S WAS ONLY PARTIALLY MARKED, AND THE WHITE LINE MARKING DISPLACED THRESHOLD WAS FAINTLY VISIBLE. I THINK IF RWY HAD BEEN CLEARLY MARKED AND WHITE THRESHOLD LINE HIGHLY VISIBLE ON A NOSE-HIGH LNDG ROTATION, THIS WOULD NEVER HAVE OCCURRED.
