Narrative:
At a local hot air balloon event; I landed just past a competition target. Seconds after I landed; another balloon's basket impacted the top third of my balloon envelope. The pilot then added enough heat to fly out of my balloon; and away. No damage was done.the local balloon event officials suggested that my landing is what caused the collision. This is absolutely contrary to the far's which state that the lower aircraft landing; has the right-of-way. The balloon that hit me did not insure enough altitude/distance from me to prevent the collision. The other pilot seemed to be more interested in 'scoring' on the target; then flight safety. The event officials stated that there was an observer there; saw the collision and did not see any problem and did not talk to the other pilot; did not do anything to prevent this type of issue in the future.
