Narrative:

We were vectored to a position southwest of the airport. At this point we were turned to a 360 degree heading and I anticipated instructions to intercept the localizer course or to make a visibility approach. Instead we heard no further instructions and flew through the 8R and 8L approach courses. Passing through the 8L approach course we passed above and behind an medium large transport. The aircraft was in sight and no evasive action was taken. The obvious cause of these situations is blocked, unreadable or unreliable communications. Approach control facs are under extreme and overloaded conditions, and we urgently need more controllers, better radios and more frequencys. I see an accelerating deterioration of communications at all major airports all over the country, and I sincerely hope some remedial action will soon be taken.

Title: APCH CTLR ALLOWED ACFT ON HEADING TO CROSS CENTERLINE OF 2 RWYS ON A VECTOR AT 4000' MSL. FLT CREW SAW TRAFFIC, ESTIMATED LESS THAN STANDARD SEPARATION. NO EVASIVE ACTION.

Narrative: WE WERE VECTORED TO A POS SW OF THE ARPT. AT THIS POINT WE WERE TURNED TO A 360 DEG HDG AND I ANTICIPATED INSTRUCTIONS TO INTERCEPT THE LOC COURSE OR TO MAKE A VIS APCH. INSTEAD WE HEARD NO FURTHER INSTRUCTIONS AND FLEW THROUGH THE 8R AND 8L APCH COURSES. PASSING THROUGH THE 8L APCH COURSE WE PASSED ABOVE AND BEHIND AN MLG. THE ACFT WAS IN SIGHT AND NO EVASIVE ACTION WAS TAKEN. THE OBVIOUS CAUSE OF THESE SITUATIONS IS BLOCKED, UNREADABLE OR UNRELIABLE COMS. APCH CTL FACS ARE UNDER EXTREME AND OVERLOADED CONDITIONS, AND WE URGENTLY NEED MORE CTLRS, BETTER RADIOS AND MORE FREQS. I SEE AN ACCELERATING DETERIORATION OF COMS AT ALL MAJOR ARPTS ALL OVER THE COUNTRY, AND I SINCERELY HOPE SOME REMEDIAL ACTION WILL SOON BE TAKEN.
