Narrative:

I was approaching santa barbara arsa airspace in my small aircraft X. After I called the controller and received my squawk, I was told to slow down to 120 KTS. The controller then told me to slow down to 100 KTS. There wasn't much traffic in the area and I told the controller 100 KTS was too slow. There was a brief verbal encounter between the controller and myself. I was then told to call the tower. When I talked to the head man, there was a heated discussion. The controllers at santa barbara airport are playing big airport and using small aircraft to practice. They are over vectoring, etc. To say the least they are making a pleasure flight uncomfortable.

Title: REPORTER DISPUTES VALIDITY OF CLRNC TO SLOW TO 100 KTS.

Narrative: I WAS APCHING SANTA BARBARA ARSA AIRSPACE IN MY SMA X. AFTER I CALLED THE CTLR AND RECEIVED MY SQUAWK, I WAS TOLD TO SLOW DOWN TO 120 KTS. THE CTLR THEN TOLD ME TO SLOW DOWN TO 100 KTS. THERE WASN'T MUCH TFC IN THE AREA AND I TOLD THE CTLR 100 KTS WAS TOO SLOW. THERE WAS A BRIEF VERBAL ENCOUNTER BETWEEN THE CTLR AND MYSELF. I WAS THEN TOLD TO CALL THE TWR. WHEN I TALKED TO THE HEAD MAN, THERE WAS A HEATED DISCUSSION. THE CTLRS AT SANTA BARBARA ARPT ARE PLAYING BIG ARPT AND USING SMALL ACFT TO PRACTICE. THEY ARE OVER VECTORING, ETC. TO SAY THE LEAST THEY ARE MAKING A PLEASURE FLT UNCOMFORTABLE.
