Narrative:

We were given instructions to taxi to runway 31L at psp via B; west; a. We had a flow time for our destination of xa:24 - xa:26. We started the taxi at approximately xa:22 and the captain was very concerned about making our wheels up time. We had reviewed and thoroughly briefed the applicable 10-8 charts for the runway construction (31L closed and taxiway C now designated temporary runway 31L) and identified the associated threats with that. Due to our flow time to our destination; we taxied a little more expeditiously than I believe we normally would have. Rounding the corner from west to a; I went heads down to make the tower frequency the active in the #1 radio and put socal departure in the backup. As we approached the normal (permanent) hold short line and signage for 31L the captain did not slow down and made a comment along the lines of '31L is closed and under construction so this doesn't apply and we're good to continue to taxi and hold short of the temporary 31L.' before I could compute what was happening we were over the hold short line for 31L and heading on a towards the temporary 31L. Shortly after proceeding across the permanent 31L hold short line and on taxiway a across the closed runway (towards the temporary runway 31L or taxiway C); I realized there was not another set of hold short lines on a for the temporary runway; and the captain had taxied us across the only set of hold short lines for 31L. We were subsequently cleared for takeoff by psp tower and there were no other aircraft operating on the field or an approach at that time. The rest of the flight proceeded without incident.I think the cause is three tiered. I'll fall on my sword first and say that as pm; I should have caught this and slammed on the brakes. Unfortunately; all the holes in the swiss cheese lined up; and I was heads down at the wrong time and didn't have time to process the situation and react prior to crossing the hold short line. I should have voiced my concerns to the captain about being in a hurry before we ever started taxiing. The fact that the captain vocalized why we were going to cross the hold short line because the runway was closed for construction really threw me for a loop. It required additional time for me to process.the second cause of this was the captain being in a hurry; and misinterpreting the hold short line. If we were taxiing at a normal speed and not so worried about meeting a flow time; an improved climb takeoff; a 42 celsius day and all the hot weather considerations associated with that; maybe we would have instead focused on the gorilla in the room (crossing a hold short line when not cleared to do so); and we would have trapped this threat before it [happened.]the third cause of this is the runway construction currently taking place in psp. I can't think of another airport off hand where a runway hold short line doesn't correspond with a runway. We both very thoroughly reviewed and briefed our 10-8 charts as well as our 10-9 chart. Nowhere is it depicted that although the main 31L is closed for construction; the hold short line hasn't been moved to reflect the temporary runway. As the markings are now; it's completely counterintuitive and inconsistent with what you see on a day to day basis elsewhere in the national airspace system. This problem could easily be rectified by temporarily moving the 31L hold short line and signage to where the runway actually is.

Title: A Captain taxiing to the PSP temporary Runway 31L was rushed and missed the only 31L hold short line which is very far from the temporary runway. The First Officer was heads down performing the radio setup.
