Narrative:
This relates to no particular incident but I believe it could lead to one. Alb (ny) approach is now using 3 or 4 different frequencys very aggressively and not effectively. Very, very zone oriented. On occasion clearance will assign one, the tower will change it at the beginning of the takeoff roll (a very busy time) and then once contacted during gear retraction, departure will immediately change it again. All of this during a very busy and critical time. Both bos and lga are much easier to fly in and out of. For whatever reasons alb is totally incapable of intersecting runway operations.

Title: COMMUTER CAPT COMPLAINS THAT ALB ATCT LCL CTLRS ARE NOT PROFICIENT AT HANDLING MULTIPLE RWY OPERATION.
Narrative: THIS RELATES TO NO PARTICULAR INCIDENT BUT I BELIEVE IT COULD LEAD TO ONE. ALB (NY) APCH IS NOW USING 3 OR 4 DIFFERENT FREQS VERY AGGRESSIVELY AND NOT EFFECTIVELY. VERY, VERY ZONE ORIENTED. ON OCCASION CLRNC WILL ASSIGN ONE, THE TWR WILL CHANGE IT AT THE BEGINNING OF THE TKOF ROLL (A VERY BUSY TIME) AND THEN ONCE CONTACTED DURING GEAR RETRACTION, DEP WILL IMMEDIATELY CHANGE IT AGAIN. ALL OF THIS DURING A VERY BUSY AND CRITICAL TIME. BOTH BOS AND LGA ARE MUCH EASIER TO FLY IN AND OUT OF. FOR WHATEVER REASONS ALB IS TOTALLY INCAPABLE OF INTERSECTING RWY OPS.
