Narrative:
In planning an IFR flight from gnoss field (O56) to winnemucca I checked the NOTAMS and saw that the ina VOR and emc NDB were OTS. I called FSS for a WX brief. Then at the end of the briefing I asked about the VOR and ndg being OTS, the briefer said stand by so he could check the NOTAMS. He came back and said that they must be working because he had nothing on them. So we launched IFR to winnemucca. After leaving llc VOR V32 to fresko intersection we noticed that we weren't picking up ina VOR, so we asked center what the story was. They told us that the VOR and ndg was OTS. At the time we were IMC. Center said try proceeding direct sdo VOR, as we approached winnemucca there was a large hole over the airport so we descended VFR to the airport.
