[During pushback]; ramp crew stopped flight on [designated spot] and told captain to 'set brakes'; which was confirmed by captain as 'brakes set'. After disconnect the flight began rolling forward. Push back crew continued moving backwards to avoid being struck by aircraft which continued to roll forward into the service road.
