Narrative:
Inbound on ILS 14 frc. Moderate to severe turbulence and low level wind shear. Lost approximately 35-40 KTS and immediately aborted the approach. Airplane was sluggish. To gain speed at climb power, I applied takeoff power. Airplane finally started to climb. I was stressed to the maximum and shot through assigned altitude by 500'. I found my mistake when aircraft stabilized.

Title: PLT OF SMT WHICH EXPERIENCES SEVERE WIND SHEAR AND TURBULENCE ON APCH HAS DIFFICULTY ESTABLISHING CLIMB FOR MISSED APCH AND, IN THE CONFUSION, OVERSHOOTS MISSED APCH ALT.
Narrative: INBND ON ILS 14 FRC. MODERATE TO SEVERE TURBULENCE AND LOW LEVEL WIND SHEAR. LOST APPROX 35-40 KTS AND IMMEDIATELY ABORTED THE APCH. AIRPLANE WAS SLUGGISH.
