Narrative:
During an IFR training flight, bos approach approved our request for practice holding patterns over the haget NDB while on IFR flight plan. However, we were instructed to descend from 4000' MSL (base of the bos TCA over haget) to 3000' MSL. While in a right-hand turn to the outbnd heading of the published holding pattern, an small aircraft crossed within 250' of us, traveling left to right at 3000' MSL. The pilot of the small aircraft was wearing a hood and I did not spot the traffic prior to the initiation of the turn. (I was in the right-head seat.) the traffic was not called by bos approach. Both aircraft are required to have mode C since the incident occurred within 30 NM of bos. Although it was my responsibility as instrument to see and avoid, once the right-hand turn was started, I had limited visibility to the left due to the pilot's hood and the bank of the aircraft. Furthermore, my attention was directed to searching for traffic ahead of us and to our right (the direction of our turn). I believe the small aircraft had departed lwm and just reached 3000' MSL. In any case, although I was scanning for traffic, I did not see him until he was very close.

Title: NMAC BETWEEN 2 SMA--BOTH ON TRAINING WITH STUDENT UNDER HOOD.
Narrative: DURING AN IFR TRNING FLT, BOS APCH APPROVED OUR REQUEST FOR PRACTICE HOLDING PATTERNS OVER THE HAGET NDB WHILE ON IFR FLT PLAN. HOWEVER, WE WERE INSTRUCTED TO DSND FROM 4000' MSL (BASE OF THE BOS TCA OVER HAGET) TO 3000' MSL. WHILE IN A RIGHT-HAND TURN TO THE OUTBND HDG OF THE PUBLISHED HOLDING PATTERN, AN SMA CROSSED WITHIN 250' OF US, TRAVELING LEFT TO RIGHT AT 3000' MSL. THE PLT OF THE SMA WAS WEARING A HOOD AND I DID NOT SPOT THE TFC PRIOR TO THE INITIATION OF THE TURN. (I WAS IN THE RIGHT-HEAD SEAT.) THE TFC WAS NOT CALLED BY BOS APCH. BOTH ACFT ARE REQUIRED TO HAVE MODE C SINCE THE INCIDENT OCCURRED WITHIN 30 NM OF BOS. ALTHOUGH IT WAS MY RESPONSIBILITY AS INSTR TO SEE AND AVOID, ONCE THE RIGHT-HAND TURN WAS STARTED, I HAD LIMITED VISIBILITY TO THE LEFT DUE TO THE PLT'S HOOD AND THE BANK OF THE ACFT. FURTHERMORE, MY ATTN WAS DIRECTED TO SEARCHING FOR TFC AHEAD OF US AND TO OUR RIGHT (THE DIRECTION OF OUR TURN). I BELIEVE THE SMA HAD DEPARTED LWM AND JUST REACHED 3000' MSL. IN ANY CASE, ALTHOUGH I WAS SCANNING FOR TFC, I DID NOT SEE HIM UNTIL HE WAS VERY CLOSE.
