Narrative:
While working the arrival/departure radar position, I was given a handoff from memphis ARTCC on military fgt inbound to R2402. After radio communication was established, military fgt cancelled IFR and went into R2402. While maneuvering in the range at high speed and rapidly changing altitudes, the aircraft was observed spilling out of the north side of the area near the ILS final for runway 25 at ft smith municipal. Runway 25 was in use but no traffic was near the aircraft spilling out. The at manager was a witness to the incident and the supervisor on duty was notified. The supervisor declined to document this potentially dangerous incident or make the required notifications. This happens often and as a result, it appears that spillouts are not as frequent as they actually are. Other controllers in this facility have had similar experiences with this supervisor's extreme reluctance to document these incidents. I feel that by showing the true number of the occurrences more positive action to correct this dangerous operation could be considered.

Title: MIL FGT SPILLED OUT OF RESTRICTED AREA DURING HIGH SPEED MANEUVERING. PLT DEVIATION.
Narrative: WHILE WORKING THE ARR/DEP RADAR POSITION, I WAS GIVEN A HANDOFF FROM MEMPHIS ARTCC ON MIL FGT INBND TO R2402. AFTER RADIO COM WAS ESTABLISHED, MIL FGT CANCELLED IFR AND WENT INTO R2402. WHILE MANEUVERING IN THE RANGE AT HIGH SPEED AND RAPIDLY CHANGING ALTS, THE ACFT WAS OBSERVED SPILLING OUT OF THE N SIDE OF THE AREA NEAR THE ILS FINAL FOR RWY 25 AT FT SMITH MUNI. RWY 25 WAS IN USE BUT NO TFC WAS NEAR THE ACFT SPILLING OUT. THE AT MGR WAS A WITNESS TO THE INCIDENT AND THE SUPVR ON DUTY WAS NOTIFIED. THE SUPVR DECLINED TO DOCUMENT THIS POTENTIALLY DANGEROUS INCIDENT OR MAKE THE REQUIRED NOTIFICATIONS. THIS HAPPENS OFTEN AND AS A RESULT, IT APPEARS THAT SPILLOUTS ARE NOT AS FREQUENT AS THEY ACTUALLY ARE. OTHER CTLRS IN THIS FAC HAVE HAD SIMILAR EXPERIENCES WITH THIS SUPVR'S EXTREME RELUCTANCE TO DOCUMENT THESE INCIDENTS. I FEEL THAT BY SHOWING THE TRUE NUMBER OF THE OCCURRENCES MORE POSITIVE ACTION TO CORRECT THIS DANGEROUS OPERATION COULD BE CONSIDERED.
