Narrative:
We were level at 11;000 feet in cruise; ATC issued a traffic advisory. We requested a turn away from the traffic to avoid getting into a build up. A few seconds passed and the traffic was indicating 300 feet above. An RA was complied with causing us to enter a build up. We descended approximately 500 feet. After the RA cleared we climbed back up to our assigned altitude. The traffic that we responded to was not at the appropriate altitude for flight and was not talking to ATC. We responded to the RA; notified ATC
