Nhz approach cleared me for VOR/DME approach into lew. I thought he said, 'report neilly...,' and that's what I read back to him. However, after mimeo (10 DME/aug) I descended to the appropriate altitude to cross neilly (20 DME/aug). He was very disappointed in me, and made it perfectly clear. I might add, at this point, I passed my first-class medical recently for hearing--and maybe he passed one too! There was no conflict with traffic. I don't really care who misread here--what's with the 'anger over the phone'? Believe me, I want to make this system work. We have got a system that equals ATC vs PIC. Ai am talking about a system that warrants the use of an FAA poster which advises pilots that ATC is not the enemy. Why is there such a poster? I filed a flight plan, I was in radar contact, I was doing the best I could. Please eliminate 'big brother' so that we can be honest with each other--cooperate. That is how we can begin to address safety, our common goal.

Title: REPORTER ON APCH CONTINUED BEYOND INTERSECTION AT WHICH CTLR THOUGHT HE WAS TO REPORT.
Narrative: NHZ APCH CLRED ME FOR VOR/DME APCH INTO LEW. I THOUGHT HE SAID, 'RPT NEILLY...,' AND THAT'S WHAT I READ BACK TO HIM. HOWEVER, AFTER MIMEO (10 DME/AUG) I DSNDED TO THE APPROPRIATE ALT TO CROSS NEILLY (20 DME/AUG). HE WAS VERY DISAPPOINTED IN ME, AND MADE IT PERFECTLY CLEAR. I MIGHT ADD, AT THIS POINT, I PASSED MY FIRST-CLASS MEDICAL RECENTLY FOR HEARING--AND MAYBE HE PASSED ONE TOO! THERE WAS NO CONFLICT WITH TFC.
