Narrative:
Small aircraft X was assigned a scapo 3 SID from hillsboro tower. Small aircraft X departed runway 20, should have made a left turn and departed northwesterly. Small aircraft X was radar identified 6 mi south of hillsboro, southbound to the newberg VOR (ubg). There was no conflicting traffic, small aircraft X was vectored on course, to the northwest. I believe the pilot filed his flight plan via ubg, and departed that way, either because his VOR was tuned to it or because of a mind set. Departures from hillsboro are assigned one of three sids. Pilots departing on the wrong SID or on non ATC approved headings are common occurrences.

Title: SMA DID NOT COMPLY WITH ASSIGNED SID HEADING AFTER TKOF.
Narrative: SMA X WAS ASSIGNED A SCAPO 3 SID FROM HILLSBORO TWR. SMA X DEPARTED RWY 20, SHOULD HAVE MADE A LEFT TURN AND DEPARTED NORTHWESTERLY. SMA X WAS RADAR IDENTIFIED 6 MI S OF HILLSBORO, SBND TO THE NEWBERG VOR (UBG). THERE WAS NO CONFLICTING TFC, SMA X WAS VECTORED ON COURSE, TO THE NW. I BELIEVE THE PLT FILED HIS FLT PLAN VIA UBG, AND DEPARTED THAT WAY, EITHER BECAUSE HIS VOR WAS TUNED TO IT OR BECAUSE OF A MIND SET. DEPS FROM HILLSBORO ARE ASSIGNED ONE OF THREE SIDS. PLTS DEPARTING ON THE WRONG SID OR ON NON ATC APPROVED HDGS ARE COMMON OCCURRENCES.
