Narrative:
Was landing on runway 18. The plane porpoised so did a touch and go. As I was climbing the throttle was jammed in idle position but was performing at around full power. On final attempted to land the plane; the ignition was turned to off to slow the plane down. When the nose touched the runway; it popped up and the prop struck. The landing was slow and steady.
