Narrative:

Air carrier 2 checked on frequency level FL350. I was also controling 5 other aircraft including an light transport doing flight tests and requiring considerable attention. Air carrier 1 checked on northeast bound at FL330. Air carrier 2 was wbound. There was also an medium large transport FL310. The ride at FL350 was rough and air carrier 2 requested flight reports. I advised him that rides were bad FL310 thru FL390. The light transport requested a descent from FL410 to 5000' and climb back to FL410. I initiated vectors to descend light transport below traffic. The wbound air carrier 2 stated 'we give up! Request three one oh'. My d-side enter FL310 in air carrier 2's data block. I observed the nwbound medium large transport converging at FL310 and enforced temporary altitude FL330 in air carrier 2's data block revealing the northeast bound air carrier 1 FL330. As conflict alert simultaneously activated. Air carrier 2 and air carrier 1 were 7 mi apart with air carrier 1's flight path passing approximately 3 mi to the north of air carrier 2. I turned air carrier 2 left heading 180 and said to expedite his turn. I then turned air carrier 1 left to heading 360. Air carrier 1 acknowledged and complied, but, after reviewing the tape, I found that I had keyed over a transmission in my clearance to air carrier 1 and my transmission was blocked. Air carrier 1 never turned, having not received his clearance to do so. The closest point between air carrier 2 and 1 was 3.7 mi and 900'. The light transport was not involved in the error other than as a distraction that took a majority of my concentration. I immediately advised the supervisor on duty of the error then cleared air carrier 1 and 2 on course. I was relieved from position and reported to quality assurance office for review.

Title: AN ACR WAS DESCENDED THROUGH AN OCCUPIED ALT RESULTING IN LESS THAN STANDARD SEPARATION.

Narrative: ACR 2 CHECKED ON FREQ LEVEL FL350. I WAS ALSO CTLING 5 OTHER ACFT INCLUDING AN LTT DOING FLT TESTS AND REQUIRING CONSIDERABLE ATTN. ACR 1 CHECKED ON NE BOUND AT FL330. ACR 2 WAS WBOUND. THERE WAS ALSO AN MLG FL310. THE RIDE AT FL350 WAS ROUGH AND ACR 2 REQUESTED FLT REPORTS. I ADVISED HIM THAT RIDES WERE BAD FL310 THRU FL390. THE LTT REQUESTED A DSCNT FROM FL410 TO 5000' AND CLIMB BACK TO FL410. I INITIATED VECTORS TO DSND LTT BELOW TFC. THE WBOUND ACR 2 STATED 'WE GIVE UP! REQUEST THREE ONE OH'. MY D-SIDE ENTER FL310 IN ACR 2'S DATA BLOCK. I OBSERVED THE NWBOUND MLG CONVERGING AT FL310 AND ENFORCED TEMPORARY ALT FL330 IN ACR 2'S DATA BLOCK REVEALING THE NE BOUND ACR 1 FL330. AS CONFLICT ALERT SIMULTANEOUSLY ACTIVATED. ACR 2 AND ACR 1 WERE 7 MI APART WITH ACR 1'S FLT PATH PASSING APPROX 3 MI TO THE N OF ACR 2. I TURNED ACR 2 LEFT HDG 180 AND SAID TO EXPEDITE HIS TURN. I THEN TURNED ACR 1 LEFT TO HDG 360. ACR 1 ACKNOWLEDGED AND COMPLIED, BUT, AFTER REVIEWING THE TAPE, I FOUND THAT I HAD KEYED OVER A XMISSION IN MY CLRNC TO ACR 1 AND MY XMISSION WAS BLOCKED. ACR 1 NEVER TURNED, HAVING NOT RECEIVED HIS CLRNC TO DO SO. THE CLOSEST POINT BETWEEN ACR 2 AND 1 WAS 3.7 MI AND 900'. THE LTT WAS NOT INVOLVED IN THE ERROR OTHER THAN AS A DISTR THAT TOOK A MAJORITY OF MY CONCENTRATION. I IMMEDIATELY ADVISED THE SUPVR ON DUTY OF THE ERROR THEN CLRED ACR 1 AND 2 ON COURSE. I WAS RELIEVED FROM POSITION AND REPORTED TO QUALITY ASSURANCE OFFICE FOR REVIEW.
