Narrative:
This is one of several reports I've written concerning military aircraft completely disregarding prudent pilotage, and most air traffic procedures, not to mention safety. High speed military aircraft are operating low level missions northwest of the reading airport beneath our radar coverage only to pop up in a climbing turn off the departure end of our primary departure runway. A scary scenario: an light transport departing runway 31, and 2 fgt's climbed in his face. Tonight, I observed a target, already in a turn, pop up approximately 3 NM northwest of the airport (about 2 off the departure end of runway 31) climbing out of 2100'. I had just cleared an air taxi. The aircraft was 1 mi off the departure end. The target then was observed to split as a flight of 2. The characterizations indicate a flight of 2 military jet aircraft, possibly fgt's which frequent this area. The aircraft never contacted reading approach control or tower. The aircraft passed thru the lns air traffic area with no contact with any ATC facility. 2 air traffic area violations in 20 mins. My observations of blatant military pilots' disregard for united states ATC procedures and safe operation of aircraft in controled airspace. The target was lost due to poor radar coverage by all facs south of lrp. So we'll never know for sure. But my guess is fgt's from martin state (mtn), md.

Narrative: THIS IS ONE OF SEVERAL REPORTS I'VE WRITTEN CONCERNING MIL ACFT COMPLETELY DISREGARDING PRUDENT PILOTAGE, AND MOST AIR TFC PROCS, NOT TO MENTION SAFETY.
