Arrived at gate and prior to engine shutdown forward cargo door opened. Waved to ground marshaller to come to cockpit; never showed. Called operations for ramp manager to discuss danger and procedures violation. No one showed. Called operations 3 times and was advised they passed the word. I advised that I would write the report and was told that is what I need to do.
