Narrative:

On short final, ont tower cleared an airliner to cross runway 26L at the approach end after I had been given clearance to land. They then told airliner to hold short. He stopped with his nose right on the runway edge line. They then started a discussion with airliner about whether he was or was not on my runway. They thought he said he was over the centerline and told me to go around. I was slow speed and full flaps, and elected to land rather than attempt a go around. For safety reasons, I felt it was safer to land than attempt a go around, especially since I could see the airliner was stopped with his nose at the runway edge, not on the runway. 1) ont approach should not clear an aircraft to taxi across a runway after they have given another aircraft clearance to land. 2) a late go around call is inadequate and unreasonable to expect under slow flight conditions and low altitude--considering there was no danger in landing and a reasonable concern for being able to make a safe go around. 3) the airliner should look out his window before taxiing to cross an active runway and ask tower what they are doing. As it stands, the FAA seems to be concerned with violating me for not attempting a go around. I hope they are equally concerned with ont tower procedure.

Title: SMA TOLD TO GO AROUND DUE TO ACR ENCROACHING ON RWY. PLT CHOSE TO LAND.

Narrative: ON SHORT FINAL, ONT TWR CLRED AN AIRLINER TO CROSS RWY 26L AT THE APCH END AFTER I HAD BEEN GIVEN CLRNC TO LAND. THEY THEN TOLD AIRLINER TO HOLD SHORT. HE STOPPED WITH HIS NOSE RIGHT ON THE RWY EDGE LINE. THEY THEN STARTED A DISCUSSION WITH AIRLINER ABOUT WHETHER HE WAS OR WAS NOT ON MY RWY. THEY THOUGHT HE SAID HE WAS OVER THE CENTERLINE AND TOLD ME TO GO AROUND. I WAS SLOW SPD AND FULL FLAPS, AND ELECTED TO LAND RATHER THAN ATTEMPT A GAR. FOR SAFETY REASONS, I FELT IT WAS SAFER TO LAND THAN ATTEMPT A GAR, ESPECIALLY SINCE I COULD SEE THE AIRLINER WAS STOPPED WITH HIS NOSE AT THE RWY EDGE, NOT ON THE RWY. 1) ONT APCH SHOULD NOT CLR AN ACFT TO TAXI ACROSS A RWY AFTER THEY HAVE GIVEN ANOTHER ACFT CLRNC TO LAND. 2) A LATE GAR CALL IS INADEQUATE AND UNREASONABLE TO EXPECT UNDER SLOW FLT CONDITIONS AND LOW ALT--CONSIDERING THERE WAS NO DANGER IN LNDG AND A REASONABLE CONCERN FOR BEING ABLE TO MAKE A SAFE GAR. 3) THE AIRLINER SHOULD LOOK OUT HIS WINDOW BEFORE TAXIING TO CROSS AN ACTIVE RWY AND ASK TWR WHAT THEY ARE DOING.
