Narrative:

While flying out to the [local] practice area. The pilot under instruction (pui) and I both noticed that the % power gauge was fluctuating between 0% and 65%. No other abnormalities were noted; but we decided to return to the airport. After requesting to return and receiving [clearance for] the arrival; I noticed the fuel flow indication fluctuating and dropping to as low as 2.2. At this time I [advised ATC] and requested to land. We landed without incident and returned to the ramp. I can double and triple check all the engine indications during the run up to be sure that there are no issues that can be detected on the ground. In this case; no abnormalities were noted by myself or the pui during the run up.
