Narrative:
Air carrier X cle-stl was cleared for takeoff on runway 5L, since longer runway 5R in process of being plowed. WX at time: snowing, obscured ceiling, 1/2-3/4 mi visibility, approximately 3500' RVR. Report just given that landing runway 28 braking action was poor to nil. Runway 5L 7096' was covered with packed snow and ice. First officer in left seat for purposed of captain upgrade training making takeoff. At approximately 120 KTS (V1 135, vr 140), tower said, 'air carrier X cancel takeoff clearance.' tower was told that air carrier was already committed. At about rotation an aircraft was seen on left side, probably holding short of runway on a taxiway. At this point, however, it was difficult to ascertain its exact position and if it was indeed holding short. Takeoff continued normally. No reason given for 'cancel takeoff;' it is suspected that this was due to cle center losing slot at that time. It is felt that the tower exercised extremely poor judgement by: 1) failing to ascertain air carrier X position first, 2) giving ambiguous clearance, and 3) not providing purpose of clearance.

Title: ATC LCL CTLR FAILED TO INFORM FLT CREW REASON FOR CANCELLATION OF TKOF CLRNC. OPERATIONAL DEVIATION.
Narrative: ACR X CLE-STL WAS CLRED FOR TKOF ON RWY 5L, SINCE LONGER RWY 5R IN PROCESS OF BEING PLOWED. WX AT TIME: SNOWING, OBSCURED CEILING, 1/2-3/4 MI VISIBILITY, APPROX 3500' RVR.
