Narrative:

While being vectored on a 260 degree heading at 14000' MSL by ont approach control en route from chicago to orange county. Ont approach control apparently gave us a clearance to descend to 10000' MSL and turn right to 330 degrees. The transmission from the controller was partially blocked by another aircraft's transmission. Before we could verify our clearance or even read it back, the controller began talking with other aircraft. After 2 or 3 attempts to reach approach control, we finally succeeded and were given an immediate right turn to a 360 degree heading and descent to 10000'. We immediately complied. The controller stated that there was a conflict with another aircraft at 14000' MSL. We continued on to orange county where the approach controller attempted to give us a very high and close in turn onto the lda final approach, in hazy conditions with approximately 1 mi maximum visibility looking into the sun. Though this is a separate problem from the missed descent/turn clearance situation, it is typical of coast approach to try to slam dunk all arrs from the east. This can be particularly hazardous in reduced visibility situations with VFR aircraft operating in the area. I really do feel that the entire orange county operation, from approach procedures to the ridiculous noise abatement takeoff profile is an accident waiting to happen.

Title: ACR PIC COMPLAINS OF GETTING CLRNC FROM APCH CTLR AND NOT GETTING THE OPPORTUNITY TO VERIFY CLRNC THAT WAS GIVEN DURING A HIGH COM SITUATION. ATC CLRNC WAS TO PROVIDE PROPER SEPARATION. CTLR CLAIMED SEPARATION LOST AND A CONFLICT HAD OCCURRED.

Narrative: WHILE BEING VECTORED ON A 260 DEG HDG AT 14000' MSL BY ONT APCH CTL ENRTE FROM CHICAGO TO ORANGE COUNTY. ONT APCH CTL APPARENTLY GAVE US A CLRNC TO DSND TO 10000' MSL AND TURN RIGHT TO 330 DEGS. THE XMISSION FROM THE CTLR WAS PARTIALLY BLOCKED BY ANOTHER ACFT'S XMISSION. BEFORE WE COULD VERIFY OUR CLRNC OR EVEN READ IT BACK, THE CTLR BEGAN TALKING WITH OTHER ACFT. AFTER 2 OR 3 ATTEMPTS TO REACH APCH CTL, WE FINALLY SUCCEEDED AND WERE GIVEN AN IMMEDIATE RIGHT TURN TO A 360 DEG HDG AND DSCNT TO 10000'. WE IMMEDIATELY COMPLIED. THE CTLR STATED THAT THERE WAS A CONFLICT WITH ANOTHER ACFT AT 14000' MSL. WE CONTINUED ON TO ORANGE COUNTY WHERE THE APCH CTLR ATTEMPTED TO GIVE US A VERY HIGH AND CLOSE IN TURN ONTO THE LDA FINAL APCH, IN HAZY CONDITIONS WITH APPROX 1 MI MAX VISIBILITY LOOKING INTO THE SUN. THOUGH THIS IS A SEPARATE PROB FROM THE MISSED DSCNT/TURN CLRNC SITUATION, IT IS TYPICAL OF COAST APCH TO TRY TO SLAM DUNK ALL ARRS FROM THE E. THIS CAN BE PARTICULARLY HAZARDOUS IN REDUCED VISIBILITY SITUATIONS WITH VFR ACFT OPERATING IN THE AREA. I REALLY DO FEEL THAT THE ENTIRE ORANGE COUNTY OPERATION, FROM APCH PROCS TO THE RIDICULOUS NOISE ABATEMENT TKOF PROFILE IS AN ACCIDENT WAITING TO HAPPEN.
