Narrative:
After takeoff from ava (avalon, santa catalina) airport, runway 22, turned for downwind departure, leveled at 3000 MSL over the ocean, heading to lgb airport. Electrical failure caused the engine instruments to give an indication of imminent engine failure, ie, very low oil press, fuel press). Turned toward the airport for landing. Performed some troubleshooting. Lined up on final, radios out no electric power. 3/4 mi up on final selected gear down. An aircraft, small aircraft Y, was holding off the runway and moved into position for takeoff, violating my right of way. I put the aircraft into a slip to keep small aircraft Y in my sight. No green lights on the gear. Then small aircraft Y moved out of the way, back to the taxiway. Then I was about 20' above the runway with no time for gear emergency extension. Gear up landing on the centerline of runway with damage to propeller and engines resulted. The statement of the small aircraft Y pilot, 'I made an 'O' turn to indicate to you that your gear is in the up position.' if small aircraft Y had not moved and violated my right of way, I would have had time to concentrate of emergency gear extension. Also, if there was a separate battery pack to supply the gear warning system as back up, the incident could have been avoided.

Title: LIGHT TWIN EXPERIENCES ELECTRICAL FAILURE AND RETURNS FOR LNDG AT UNCONTROLLED ARPT. WHILE REPORTER'S ACFT IS ON FINAL, SMA Y TAXIES ONTO RWY AND THEN CLEAR. THE REPORTER, UPSET BY THE ACTIONS OF THE OTHER ACFT, LANDS GEAR UP.
Narrative: AFTER TKOF FROM AVA (AVALON, SANTA CATALINA) ARPT, RWY 22, TURNED FOR DOWNWIND DEP, LEVELED AT 3000 MSL OVER THE OCEAN, HDG TO LGB ARPT.
