Narrative:
On landing roll runway 28R sfo, tower transmitted twice for us to 'expedite off the runway.' the captain made a left turn onto runway 1R, which we discovered had an aircraft just cleared for takeoff. Factors involved: tower's instructions which the controller meant for us to 'expedite across the intersection of runway 28R/1R' were interpreted by the captain as 'clear the runway now.' (it is not always possible to know what is happening behind you; i.e., an emergency landing.) I advised the captain that he was turning onto a runway, but he felt that was what the tower had instructed. Tower should not clear aircraft on an intersecting runway for takeoff until the runway is clear. As the first officer making the landing, the captain took control of the aircraft, slowing between 55 and 50 KTS. In this case, as many others, tower controller is giving instructions during a critical phase of flight. During this period of transfer of aircraft control, both pilots' attention is focused on landing and stopping. Corrective actions: tower should not give a takeoff clearance until an intersecting runway is clear. Tower could have advised us in advance (possibly with our landing clearance) that we should roll through the runway intersection.

Title: ACR FLT CREW GIVE 'EXPEDITE OFF THE RWY' INSTRUCTIONS. MADE TURN ONTO INTERSECTING RWY. ACFT HAD JUST BEEN CLEARED FOR TKOF ON INTERSECTING RWY.
Narrative: ON LNDG ROLL RWY 28R SFO, TWR XMITTED TWICE FOR US TO 'EXPEDITE OFF THE RWY.' THE CAPT MADE A LEFT TURN ONTO RWY 1R, WHICH WE DISCOVERED HAD AN ACFT JUST CLRED FOR TKOF. FACTORS INVOLVED: TWR'S INSTRUCTIONS WHICH THE CTLR MEANT FOR US TO 'EXPEDITE ACROSS THE INTXN OF RWY 28R/1R' WERE INTERPRETED BY THE CAPT AS 'CLR THE RWY NOW.' (IT IS NOT ALWAYS POSSIBLE TO KNOW WHAT IS HAPPENING BEHIND YOU; I.E., AN EMER LNDG.) I ADVISED THE CAPT THAT HE WAS TURNING ONTO A RWY, BUT HE FELT THAT WAS WHAT THE TWR HAD INSTRUCTED. TWR SHOULD NOT CLR ACFT ON AN INTERSECTING RWY FOR TKOF UNTIL THE RWY IS CLR. AS THE F/O MAKING THE LNDG, THE CAPT TOOK CTL OF THE ACFT, SLOWING BTWN 55 AND 50 KTS. IN THIS CASE, AS MANY OTHERS, TWR CTLR IS GIVING INSTRUCTIONS DURING A CRITICAL PHASE OF FLT. DURING THIS PERIOD OF TRANSFER OF ACFT CONTROL, BOTH PLTS' ATTN IS FOCUSED ON LNDG AND STOPPING. CORRECTIVE ACTIONS: TWR SHOULD NOT GIVE A TKOF CLRNC UNTIL AN INTERSECTING RWY IS CLR. TWR COULD HAVE ADVISED US IN ADVANCE (POSSIBLY WITH OUR LNDG CLRNC) THAT WE SHOULD ROLL THROUGH THE RWY INTXN.
