Narrative:
I was outbnd on the julian VOR 082 degree radial, approximately 45 NM. I had passed through FL180 to 19,500' without establishing radio contact. Due to a navigation error (misread flight plan heading change) I entered the kane MOA and may have also entered restr area, R2510. A navy fighter passed very close and then a second flew beside us for a few moments. Realizing the navigation error, I changed course to exit the MOA. However, I failed to recognize my altitude error and continued my trip to mexico. I had filed a VFR flight plan for 17,500. Upon reaching 17,500 I pushed on to 19,500 to take advantage of tailwinds, forgetting to establish radio contact at FL180. I was squawking 1200 with mode C the entire flight. Bifrs should stress review of regulations to keep importance of regulations on minds of pilots. I subscribe to numerous periodicals, however, these stress flying skills, WX skills, IFR apches, etc, not much is discussed or reviewed on basic regulations we learned as students.

Title: COMPLEX SMA, VFR, PENETRATES PCA, AN MOA, AND A REST AREA.
Narrative: I WAS OUTBND ON THE JULIAN VOR 082 DEG RADIAL, APPROX 45 NM. I HAD PASSED THROUGH FL180 TO 19,500' WITHOUT ESTABLISHING RADIO CONTACT. A NAVY FIGHTER PASSED VERY CLOSE AND THEN A SECOND FLEW BESIDE US FOR A FEW MOMENTS. REALIZING THE NAV ERROR, I CHANGED COURSE TO EXIT THE MOA. HOWEVER, I FAILED TO RECOGNIZE MY ALT ERROR AND CONTINUED MY TRIP TO MEXICO. I HAD FILED A VFR FLT PLAN FOR 17,500. UPON REACHING 17,500 I PUSHED ON TO 19,500 TO TAKE ADVANTAGE OF TAILWINDS, FORGETTING TO ESTABLISH RADIO CONTACT AT FL180. I WAS SQUAWKING 1200 WITH MODE C THE ENTIRE FLT. BIFRS SHOULD STRESS REVIEW OF REGS TO KEEP IMPORTANCE OF REGS ON MINDS OF PLTS.
