Narrative:
Climbing through FL220 my ears started popping abnormally; notice cabin rate abnormal fluctuations. Request ATC to immediately level off. Ran appropriate aircraft operating manual (aom) 1 emergency/abnormal air procedures for a possible pressurization system failure. Unable to stabilize pressurization system per the procedure. We requested to divert and crash/fire/rescue (crash fire rescue equipment) to meet us. ATC asked for fuel on board and souls; provide the information to ATC. Advise dispatch through ACARS of [situation] and diversion. Advise our flight attendant of [situation] and diversion to prepare cabin for immediate landing. Also; we planned aom 1 procedure for overweight landing and flaps 45. Upon arrival at gate we asked crash fire rescue equipment to make sure everyone was okay as precautionary. Deplaned passengers. Wrote two entry in the aircraft maintenance log (aml) one for pressurization system and overweight landing was normal. Then contacted dispatcher and maintenance.
