Crew was cited with a violation in conjunction with outdated flight publications, specifically involving the ziggi 1 STAR to ontario int'l airport, ontario, ca. The chart that was used was dated 11/10/89, the current chart that was in effect was dated 12/1/90. For the record, the crew has no way to determine what charts are in effect because we are not provided with our our charts for personal revision. The charts are kept in the aircraft's library and are the responsibility of the airline in the upkeep and currency of its revisions from its main station hub at dayton, oh. There is no means and no description in our company operations manual of determining the currency of charts and applicable flight pubs. In addition, there is no means to determine, from the commercial charts used, if the record of revisions contains the current revision and whether these revisions have been entered responsibly. It is therefore the opinion of this crew member that the violation of far 121.549 from the ontario FSDO to be illogical and invalid and irresponsible on the part of the FAA.

Narrative: CREW WAS CITED WITH A VIOLATION IN CONJUNCTION WITH OUTDATED FLT PUBLICATIONS, SPECIFICALLY INVOLVING THE ZIGGI 1 STAR TO ONTARIO INT'L ARPT, ONTARIO, CA.
