Narrative:
Mia approach had cleared us to fly ILS runway 12 at mis and to cross piana intersection (11 DME) 3000' or above. At about 14 DME, approach advised of traffic nwbnd indicating 3100' over piana. I started to level off, passing through 3600', and saw a light twin pass below us at about 13 DME out. No evasive action taken, no time available if needed. This may not be a true near miss, but only because I was not at cleared altitude yet--in which case I wouldn't be writing this. Once on the ground, contacted tower supervisor via phone. He told me normal procedure is to track TCA violators, however they lost this one about 40 mi west of mia. I don't know why we were given the traffic so late--probably workload. It won't be too soon for TCAS.

Title: SMT PENETRATES THE TCA IN THE VICINITY OF FINAL APCH.
Narrative: MIA APCH HAD CLRED US TO FLY ILS RWY 12 AT MIS AND TO CROSS PIANA INTXN (11 DME) 3000' OR ABOVE. AT ABOUT 14 DME, APCH ADVISED OF TFC NWBND INDICATING 3100' OVER PIANA. I STARTED TO LEVEL OFF, PASSING THROUGH 3600', AND SAW A LIGHT TWIN PASS BELOW US AT ABOUT 13 DME OUT. NO EVASIVE ACTION TAKEN, NO TIME AVAILABLE IF NEEDED. THIS MAY NOT BE A TRUE NEAR MISS, BUT ONLY BECAUSE I WAS NOT AT CLRED ALT YET--IN WHICH CASE I WOULDN'T BE WRITING THIS. ONCE ON THE GND, CONTACTED TWR SUPVR VIA PHONE. HE TOLD ME NORMAL PROC IS TO TRACK TCA VIOLATORS, HOWEVER THEY LOST THIS ONE ABOUT 40 MI W OF MIA. I DON'T KNOW WHY WE WERE GIVEN THE TFC SO LATE--PROBABLY WORKLOAD. IT WON'T BE TOO SOON FOR TCAS.
