Narrative:

Departed vacaville nut tree airport for the short flight (less than 15 mins) to sacramento executive airport. WX was really good at vacaville--assumed same at sac executive. Was distracted by dead battery and had a difficult time getting the engine started via hand propeller. After takeoff (was letting my friend fly from left seat for experience), I contacted travis departure, requested flight following and a handoff to sacramento approach for the short flight. This was done, but sacramento approach advised executive visibility 2 mi and what was my intention. Since I was current on INS, and aircraft was properly equipped and inspected, I requested an ILS to runway 02 and was given vectors. My flying acquaintance was still flying while I was doing the communication and setting up the radios. We were already close in, so I was very busy, particularly since my partner was not particularly proficient. I tuned the ILS's to 110.3 and the flags disappeared. Also set the OM and the LORAN. Was given the final vector heading and then got flags on both ILS's. Asked approach if their monitor showed ok. They said yes. We had ground contact, so using other aids we continued. Runway came in sight and then were told to go around. Landed successfully next time, but found out after discussing the situation with the radio shop that the previous 110.3 ILS for executive had been installed at sac metropolitan and the frequency was now 109.7. My western guide chart, which was still current, said 110.3. Moral of the story: don't assume the WX is ok, and if it isn't, don't start the approach until you've received and idented the radio aids. Always listen to the ATIS as it had the correct frequency on it. Not too bright on the FAA's part to install the frequency at such a close facility, either. It certainly taught me a lesson to be the usually alert pilot that I am.

Title: PLT OF SMA IFR APCH TO SAC TUNED IN WRONG ILS FREQ--RECENT CHANGE THAT HIS CHART DID NOT SHOW.

Narrative: DEPARTED VACAVILLE NUT TREE ARPT FOR THE SHORT FLT (LESS THAN 15 MINS) TO SACRAMENTO EXECUTIVE ARPT. WX WAS REALLY GOOD AT VACAVILLE--ASSUMED SAME AT SAC EXECUTIVE. AFTER TKOF (WAS LETTING MY FRIEND FLY FROM LEFT SEAT FOR EXPERIENCE), I CONTACTED TRAVIS DEP, REQUESTED FLT FOLLOWING AND A HDOF TO SACRAMENTO APCH FOR THE SHORT FLT. THIS WAS DONE, BUT SACRAMENTO APCH ADVISED EXECUTIVE VISIBILITY 2 MI AND WHAT WAS MY INTENTION. SINCE I WAS CURRENT ON INS, AND ACFT WAS PROPERLY EQUIPPED AND INSPECTED, I REQUESTED AN ILS TO RWY 02 AND WAS GIVEN VECTORS. MY FLYING ACQUAINTANCE WAS STILL FLYING WHILE I WAS DOING THE COM AND SETTING UP THE RADIOS. WE WERE ALREADY CLOSE IN, SO I WAS VERY BUSY, PARTICULARLY SINCE MY PARTNER WAS NOT PARTICULARLY PROFICIENT. I TUNED THE ILS'S TO 110.3 AND THE FLAGS DISAPPEARED. ALSO SET THE OM AND THE LORAN. WAS GIVEN THE FINAL VECTOR HDG AND THEN GOT FLAGS ON BOTH ILS'S. ASKED APCH IF THEIR MONITOR SHOWED OK. THEY SAID YES. WE HAD GND CONTACT, SO USING OTHER AIDS WE CONTINUED. RWY CAME IN SIGHT AND THEN WERE TOLD TO GO AROUND. LANDED SUCCESSFULLY NEXT TIME, BUT FOUND OUT AFTER DISCUSSING THE SITUATION WITH THE RADIO SHOP THAT THE PREVIOUS 110.3 ILS FOR EXECUTIVE HAD BEEN INSTALLED AT SAC METRO AND THE FREQ WAS NOW 109.7. MY WESTERN GUIDE CHART, WHICH WAS STILL CURRENT, SAID 110.3. MORAL OF THE STORY: DON'T ASSUME THE WX IS OK, AND IF IT ISN'T, DON'T START THE APCH UNTIL YOU'VE RECEIVED AND IDENTED THE RADIO AIDS. ALWAYS LISTEN TO THE ATIS AS IT HAD THE CORRECT FREQ ON IT. NOT TOO BRIGHT ON THE FAA'S PART TO INSTALL THE FREQ AT SUCH A CLOSE FAC, EITHER. IT CERTAINLY TAUGHT ME A LESSON TO BE THE USUALLY ALERT PLT THAT I AM.
