Narrative:
Discussed with captain, prior to slate run (start of arrival), how there was a tendency on this arrival for center to hold you high and then expect you to meet the various crossing restrictions. He thanked me for the information. First crossing restriction met, then given 'cross sweet at 7000'' at a reasonable distance. Captain slowed descent rate. At 10 mi prior to fix captain was passing 10500' and just slowing down from 300+ KTS. Advised him that we had 10 mi to go. He extended the speed brakes, slowed to 250 KTS and continued descent. At about 8500' and 4 mi to go, he retracted them. I advised him again of crossing restriction, which he rogered. We received a turn just before sweet and crossed it passing 7700', with a further descent to 6000' assigned. Short of hitting the captain up the side of the head with a manual or physically wrestling the aircraft from him, there was not anything left to do. Supplemental information from acn 134587: was told to cross sweet at 7000'. Crossed at 7800' despite 2 warnings by first officer.

Title: CAPT OF LGT ACR MISSES CROSSING RESTRICTION ON ARR INTO EWR, EVEN THOUGH THE FO REPEATEDLY WARNED THE CAPT THAT HIS DESCENT RATE WAS TOO SLOW.
Narrative: DISCUSSED WITH CAPT, PRIOR TO SLATE RUN (START OF ARR), HOW THERE WAS A TENDENCY ON THIS ARR FOR CENTER TO HOLD YOU HIGH AND THEN EXPECT YOU TO MEET THE VARIOUS XING RESTRICTIONS. HE THANKED ME FOR THE INFO. FIRST XING RESTRICTION MET, THEN GIVEN 'CROSS SWEET AT 7000'' AT A REASONABLE DISTANCE. CAPT SLOWED DSCNT RATE.
