Narrative:
My primary student and I had completed our engine runup in the runup area at the end of 19L at dulles airport. I called the tower for takeoff clearance. The tower replied 'taxi into position and hold 19L.' as we were taxiing to the runway I visually cleared the approach end of 19L for landing aircraft and did not see anything. We sat in position for a long time, (more than 1 minute) waiting for takeoff clearance. The next sound we heard was the roar of jet engines as an airliner did a go around. My student and I were scared and confused at this point. We still held position for another 15 seconds until the tower finally instructed us to clear 19L. After 2 or 3 minutes the tower cleared us for takeoff and instructed me to call them upon return. When I called the tower I was told that the clearance they had given me was to 'taxi into position and hold short 19L.' I believe that they should have added 'for landing traffic.' I also do not understand why we were allowed to proceed onto the runway when I repeated the clearance back 'taxi into position and hold 19L for small aircraft X.'

Title: SMA TAXIED INTO POSITION ON RWY CAUSING AN ACR TO GO AROUND.
Narrative: MY PRIMARY STUDENT AND I HAD COMPLETED OUR ENGINE RUNUP IN THE RUNUP AREA AT THE END OF 19L AT DULLES ARPT. I CALLED THE TWR FOR TKOF CLRNC. THE TWR REPLIED 'TAXI INTO POSITION AND HOLD 19L.' AS WE WERE TAXIING TO THE RWY I VISUALLY CLRED THE APCH END OF 19L FOR LNDG ACFT AND DID NOT SEE ANYTHING. WE SAT IN POSITION FOR A LONG TIME, (MORE THAN 1 MINUTE) WAITING FOR TKOF CLRNC. THE NEXT SOUND WE HEARD WAS THE ROAR OF JET ENGINES AS AN AIRLINER DID A GO AROUND. MY STUDENT AND I WERE SCARED AND CONFUSED AT THIS POINT. WE STILL HELD POSITION FOR ANOTHER 15 SECONDS UNTIL THE TWR FINALLY INSTRUCTED US TO CLEAR 19L. AFTER 2 OR 3 MINUTES THE TWR CLRED US FOR TKOF AND INSTRUCTED ME TO CALL THEM UPON RETURN. WHEN I CALLED THE TWR I WAS TOLD THAT THE CLRNC THEY HAD GIVEN ME WAS TO 'TAXI INTO POSITION AND HOLD SHORT 19L.' I BELIEVE THAT THEY SHOULD HAVE ADDED 'FOR LNDG TFC.' I ALSO DO NOT UNDERSTAND WHY WE WERE ALLOWED TO PROCEED ONTO THE RWY WHEN I REPEATED THE CLRNC BACK 'TAXI INTO POSITION AND HOLD 19L FOR SMA X.'
