Narrative:
Climbing to FL240, ZDC advised us to expedite to FL220. The clearance was read back to expedite through FL220 to FL240. After passing through FL225, center advised us we were cleared only to FL220 per his last instructions. The last instructions from the center controller were very weak and garbled. This quality of transmission is very common from ZDC in that area.

Title: COMMUTER MDT ALT DEVIATION OVERSHOT DURING CLIMB OUT FROM DCA.
Narrative: CLBING TO FL240, ZDC ADVISED US TO EXPEDITE TO FL220. THE CLRNC WAS READ BACK TO EXPEDITE THROUGH FL220 TO FL240. AFTER PASSING THROUGH FL225, CENTER ADVISED US WE WERE CLRED ONLY TO FL220 PER HIS LAST INSTRUCTIONS. THE LAST INSTRUCTIONS FROM THE CENTER CTLR WERE VERY WEAK AND GARBLED. THIS QUALITY OF XMISSION IS VERY COMMON FROM ZDC IN THAT AREA.
