Narrative:
Aircraft X (small aircraft) was taxied into position on runway 18 by local controller. Local controller then coordinated with the departure controller on the landline for release of the small aircraft X. The ground controller verbally attempted to coordinate the crossing by atx Y of runway 18 at taxiway B. The ground controller apparently mistook the phrase 'all right', which was said to the departure controller by the local controller, as permission to cross the runway. The local controller, unaware of the crossing aircraft, cleared small aircraft X for takeoff and an operational error occurred with small aircraft X overflying atx Y. This error occurred because of improper coordination on the part of the ground and local controllers. If the proper method of using the landline had been used, the error probably would not have occurred.

Title: SMA DEPARTED WHILE AN ATX CROSSED THE RWY DUE TO COORD PROBLEM BETWEEN LCL CTLR AND GND CTLR.
Narrative: ACFT X (SMA) WAS TAXIED INTO POSITION ON RWY 18 BY LCL CTLR. LCL CTLR THEN COORDINATED WITH THE DEP CTLR ON THE LANDLINE FOR RELEASE OF THE SMA X. THE GND CTLR VERBALLY ATTEMPTED TO COORDINATE THE XING BY ATX Y OF RWY 18 AT TXWY B. THE GND CTLR APPARENTLY MISTOOK THE PHRASE 'ALL RIGHT', WHICH WAS SAID TO THE DEP CTLR BY THE LCL CTLR, AS PERMISSION TO CROSS THE RWY. THE LCL CTLR, UNAWARE OF THE XING ACFT, CLRED SMA X FOR TKOF AND AN OPERATIONAL ERROR OCCURRED WITH SMA X OVERFLYING ATX Y. THIS ERROR OCCURRED BECAUSE OF IMPROPER COORD ON THE PART OF THE GND AND LCL CTLRS. IF THE PROPER METHOD OF USING THE LANDLINE HAD BEEN USED, THE ERROR PROBABLY WOULD NOT HAVE OCCURRED.
