Narrative:
Atx X was taxied into position and hold on runway 10. An unfamiliar small transport Y had just landed on the same runway and started to clear. Atx X was cleared for takeoff. Small transport Y though clear of the runway, was unusually far from the hold lines and appeared to move to the right. I advised atx X to continue holding because it did not appear that he had started his takeoff roll. In conclusion atx X had just started his takeoff roll for a few feet and then aborted. 1) there was no need to rush during night operations especially with an aircraft new to the airport. 2) instead of continue holding I should have advised atx X to cancel takeoff clearance. 3) because it was a small aircraft and nighttime I should have had small aircraft Y report clear of the runway if there was any doubt.

Title: ATX WAS CLEARED FOR TKOF, THEN HELD DUE TO ANOTHER STILL ON THE RWY.
Narrative: ATX X WAS TAXIED INTO POSITION AND HOLD ON RWY 10. AN UNFAMILIAR SMT Y HAD JUST LANDED ON THE SAME RWY AND STARTED TO CLEAR. ATX X WAS CLRED FOR TKOF. SMT Y THOUGH CLEAR OF THE RWY, WAS UNUSUALLY FAR FROM THE HOLD LINES AND APPEARED TO MOVE TO THE RIGHT. I ADVISED ATX X TO CONTINUE HOLDING BECAUSE IT DID NOT APPEAR THAT HE HAD STARTED HIS TKOF ROLL. IN CONCLUSION ATX X HAD JUST STARTED HIS TKOF ROLL FOR A FEW FEET AND THEN ABORTED. 1) THERE WAS NO NEED TO RUSH DURING NIGHT OPERATIONS ESPECIALLY WITH AN ACFT NEW TO THE ARPT. 2) INSTEAD OF CONTINUE HOLDING I SHOULD HAVE ADVISED ATX X TO CANCEL TKOF CLRNC. 3) BECAUSE IT WAS A SMALL ACFT AND NIGHTTIME I SHOULD HAVE HAD SMA Y REPORT CLEAR OF THE RWY IF THERE WAS ANY DOUBT.
