Narrative:

Took off from boeing field in seattle. Contacted ZSE for flight following. We were in a turbine single engine small transport on amphibious floats. We had 1 communication/navigation, 1 ADF. We had just had the radios worked on at boeing field due to radio failure on a previous flight. We departed to the northwest over the water at 600-700' AGL. We continued northbound, asking center if they could open our flight plan. They said no they couldn't, and to remain on the frequency for a while. We continued on. We would be landing in port hardy, back course for fuel and customs, so it was necessary to open the flight plan. We stayed on the frequency, however, with center. He finally told us frequency change with approved but to return to this frequency. We turned to 122.5, opened our flight plan, returned to center frequency, and noted we were within 2 mi of pae. We were also unfamiliar with the area and at the time the WX was between 500-800' scattered-overcast, 3-5 mi visibility with rain. Once I noticed we were within the air traffic area of pae I immediately descended and made a left-hand turn down to the water level or within 200'. We tried contacting center with no response. We then tried to a different frequency and contacted whidbey NAS. He had us on radar and we stayed out of his area. We continued north up through back course with no other problems.

Title: AMPHIBIOUS ACFT PENETRATED ATA WHILE ON FLT FOLLOWING WITH CENTER AND ATTEMPTING TO ACTIVATE FLT PLAN.

Narrative: TOOK OFF FROM BOEING FIELD IN SEATTLE. CONTACTED ZSE FOR FLT FOLLOWING. WE WERE IN A TURBINE SINGLE ENG SMT ON AMPHIBIOUS FLOATS. WE HAD 1 COM/NAV, 1 ADF. WE HAD JUST HAD THE RADIOS WORKED ON AT BOEING FIELD DUE TO RADIO FAILURE ON A PREVIOUS FLT. WE DEPARTED TO THE NW OVER THE WATER AT 600-700' AGL. WE CONTINUED NBND, ASKING CENTER IF THEY COULD OPEN OUR FLT PLAN. THEY SAID NO THEY COULDN'T, AND TO REMAIN ON THE FREQ FOR A WHILE. WE CONTINUED ON. WE WOULD BE LNDG IN PORT HARDY, BC FOR FUEL AND CUSTOMS, SO IT WAS NECESSARY TO OPEN THE FLT PLAN. WE STAYED ON THE FREQ, HOWEVER, WITH CENTER. HE FINALLY TOLD US FREQ CHANGE WITH APPROVED BUT TO RETURN TO THIS FREQ. WE TURNED TO 122.5, OPENED OUR FLT PLAN, RETURNED TO CENTER FREQ, AND NOTED WE WERE WITHIN 2 MI OF PAE. WE WERE ALSO UNFAMILIAR WITH THE AREA AND AT THE TIME THE WX WAS BTWN 500-800' SCATTERED-OVCST, 3-5 MI VISIBILITY WITH RAIN. ONCE I NOTICED WE WERE WITHIN THE ATA OF PAE I IMMEDIATELY DSNDED AND MADE A LEFT-HAND TURN DOWN TO THE WATER LEVEL OR WITHIN 200'. WE TRIED CONTACTING CENTER WITH NO RESPONSE. WE THEN TRIED TO A DIFFERENT FREQ AND CONTACTED WHIDBEY NAS. HE HAD US ON RADAR AND WE STAYED OUT OF HIS AREA. WE CONTINUED N UP THROUGH BC WITH NO OTHER PROBS.
