Narrative:

Called and briefed by FSS just prior to departure. Flew for fun to bkl. Beautiful evening. Traffic advisories from cle approach. Advised approach we planned a touch and go at bkl. Contacted bkl tower and we were advised that we couldn't do a touch and go due to tfr. Additionally we were not allowed 'training flights' due to tfr. We weren't a training flight! Worked it out to full stop and depart. Tower said they were not getting their tfr into the system with FSS and we weren't the first. I specifically asked FSS about tfrs and notams for bkl. Somewhat confused!

Contacted BKL TWR and we were advised that we couldn't do a touch and go due to TFR. Additionally we were not allowed 'training flights' due to TFR. WE WEREN'T A TRAINING FLIGHT!
