Narrative:
I arrange with bay TRACON by phone for a photo mission in the vicinity of brijj OM. The purpose of the flight would be for vertical aerial photography of H2Y 92 from the bayshore freeway east to the shoreline, about where the brijj OM is located. The required altitude was 2100' MSL which would put us about 350+' above the G/south above highway 92. Upon arriving on station, I was asked to remain south of the final approach course for runways 28R and 28L. I would be advised when I could start our photo run. After circling for a few mins, I was told by bay approach to complete a left turn and proceed on the photo run, which I did. Just short of the end of our flight line I was asked to stay south of the final approach course to runway 28R. I acknowledged that request, but it appeared that I was over brijj at that time and I saw an airliner to my right on the localizer descending into sfo. I believed it would be wiser to just continue on my present track to the northeast over the water, rather than turn over the localizer and risk a conflict with the airliner. This I did, knowing that the airliner would pass behind and below me, which it did. We probably did not have the required minimum sep, but I would not consider this incident to be a near miss, either. I believe that the bay controller should not have cleared me to start that photo run while there was still traffic on the localizer.

Title: CORPORATE GA PLT ON PHOTO MISSION OVER SFO OM FEELS THAT CTLR LET HIM GET TOO CLOSE TO ACR ON FINAL APCH INTO SFO RWY 28.
Narrative: I ARRANGE WITH BAY TRACON BY PHONE FOR A PHOTO MISSION IN THE VICINITY OF BRIJJ OM. THE PURPOSE OF THE FLT WOULD BE FOR VERT AERIAL PHOTOGRAPHY OF H2Y 92 FROM THE BAYSHORE FREEWAY E TO THE SHORELINE, ABOUT WHERE THE BRIJJ OM IS LOCATED. THE REQUIRED ALT WAS 2100' MSL WHICH WOULD PUT US ABOUT 350+' ABOVE THE G/S ABOVE HWY 92. UPON ARRIVING ON STATION, I WAS ASKED TO REMAIN S OF THE FINAL APCH COURSE FOR RWYS 28R AND 28L. THIS I DID, KNOWING THAT THE AIRLINER WOULD PASS BEHIND AND BELOW ME, WHICH IT DID. WE PROBABLY DID NOT HAVE THE REQUIRED MINIMUM SEP, BUT I WOULD NOT CONSIDER THIS INCIDENT TO BE A NEAR MISS, EITHER. I BELIEVE THAT THE BAY CTLR SHOULD NOT HAVE CLRED ME TO START THAT PHOTO RUN WHILE THERE WAS STILL TFC ON THE LOC.
