Narrative:
I attended a briefing which included a request to conserve energy by not utilizing lights when not needed. Small transport X was on 2 mi final for runway 23 and I had cleared it to land. He asked if I could turn up the lights some. I offered to turn them on.

Title: CTLR FAILED TO OPERATE HIRL IN ACCORDANCE WITH ATC HANDBOOK. OPERATIONAL DEVIATION.
