Narrative:
Near miss! Air carrier medium large transport fully loaded. Right after takeoff from ont runway 26L, at approximately 3000' MSL, the departure controller (ont) issued an 'urgent' traffic alert. He told an small aircraft 'do not descend further,' or something like than, then in the same breath shouted 'air carrier X, level off immediately!' I retarded the throttles to idle and pushed the nose down just in time to see the small aircraft pass about 100' above us. After we cleared him, we were cleared to resume our climb and departure. There was no discussion of the incident over the radio, nor did the controller offer any explanation(south). We scared our plane full of passenger (I offered them some comfort by explaining the incident to them over the P/a system, etc), but the only 'fix' is to restore the manpwr levels which reagan destroyed, and update the system equipment.

Title: A DEP ACR CAME IN CLOSE PROX TO AN SMA WHILE IN A CLIMB.
Narrative: NEAR MISS! ACR MLG FULLY LOADED. RIGHT AFTER TKOF FROM ONT RWY 26L, AT APPROX 3000' MSL, THE DEP CTLR (ONT) ISSUED AN 'URGENT' TFC ALERT. HE TOLD AN SMA 'DO NOT DSND FURTHER,' OR SOMETHING LIKE THAN, THEN IN THE SAME BREATH SHOUTED 'ACR X, LEVEL OFF IMMEDIATELY!' I RETARDED THE THROTTLES TO IDLE AND PUSHED THE NOSE DOWN JUST IN TIME TO SEE THE SMA PASS ABOUT 100' ABOVE US. AFTER WE CLRED HIM, WE WERE CLRED TO RESUME OUR CLB AND DEP. THERE WAS NO DISCUSSION OF THE INCIDENT OVER THE RADIO, NOR DID THE CTLR OFFER ANY EXPLANATION(S).
